Escaped Inmate Captured On I-95 Near Four Oaks

A combined effort from Department of Public Safety (DPS) personnel aided in the capture Tuesday morning of Wake Correctional Center inmate Larry J. Locklear along Interstate 95 in Johnston County.

A DPS maintenance employee traveling to work around 7:30am saw Locklear walking along I-95 near the 85 mile marker just south of Four Oaks. The employee contacted the Benson Police Department, and the Benson PD then contacted the State Highway Patrol.

Trooper H.C. Wiseman drove up on Locklear, who was still walking along I-95 wearing his prison clothing. Trooper Wiseman made the arrest without incident.

Locklear, 66, who was on a work assignment in Raleigh, was a minimum custody inmate when he escaped on Monday.  Locklear now faces escape charges and will be demoted from minimum custody. His prior projected release date was October 2021.

He was serving time for a 2011 conviction in Sampson County for breaking and entering, uttering a forged instrument, and for being a habitual felon.
