Man Caught Throwing Contraband Over Prison Fence

Two people were caught red handed Monday attempting to sneak contraband into Johnston Correctional Institution (JCI) on Highway 70 in Smithfield.

Around 11:15am, a deputy sheriff responded to a call from JCI staff reporting a suspicious vehicle was parked just outside the prison compound.

As the deputy was arriving he reportedly saw a man throw two blue bags over the prison fence.  Prison guards seized the bags which allegedly contained tobacco products and rolling papers.

Tony William Bellard, 37, of Durham and an accomplice, Kelsey May Dion, 29, of Louisburg were charged with providing tobacco products to an inmate, a felony.

Bellard was transported to the Johnston County Jail and held under a $15,000 bond. Dion was held under a $10,000 bond.
