Sex Offender Arrested After Following Woman Into Restroom At Johnston County Courthouse

A man on the NC Sex Offender Registry has been arrested after he reportedly followed a woman inside a restroom at the Johnston County Courthouse in Downtown Smithfield.

The victim, a Johnston County employee, reported on December 16, 2019 she was followed by an unknown male into the women’s restroom.  Once the victim realized she was being watched in the restroom, the man fled from the courthouse before he could be identified.  Several days later, the suspect returned to the courthouse and was recognized by a deputy.

Following an investigation, Katrel Dynel Gulley, 27, of the 3700 block of Highway 222 West, Kenly was arrested on January 9th and charged with secret peeping and parole violation.

According to the Sex Offender Registry,  Gulley was convicted in 2012 for the sexual battery of a 19 year-old.  As part of his sentence, Gulley was placed on the Registry for 10 years.

Gulley was confined in the Johnston County Jail without bond on the parole violation charge. Bail was set at $10,000 for the secret peeping offense.
