Suspected Serial Flasher Rearrested

A man out of jail on bond awaiting trial on charges he exposed himself to women outside three different Clayton businesses is now accused of exposing himself to more women, this time outside Smithfield businesses.

Tikwuan Rodriguez (aka Tikwaun Rodriguez), 26, of Oriole Court, Selma was arrested September 11th by Smithfield Police in the parking lot of Carolina Premium Outlets.  Around 1:50pm Saturday, police said a woman was sitting in her vehicle at the Outlet Center when the Rodriguez allegedly pulled up and parked beside her. He then engaged her in conversation. That’s when Rodriguez reportedly exposed himself to the woman.  Police located Rodriguez before he could leave the area.

Police Captain R. Sheppard said Rodriguez has been linked to at least one of two other indecent exposure cases at the Outlet Center in recent weeks. On September 7th at 2:40pm, a juvenile under age 18 reported she was outside a store when a man exposed his penis to her. On July 25th around 5:10pm, a 20 year-old woman was exiting her car when she saw a man in a white older model SUV next to her vehicle. The man intentionally got the victim’s attention then exposed himself.  She ran inside a business and called police.

Clayton Incidents
On July 28th, Clayton Police arrested Rodriguez for allegedly exposing himself outside three businesses on separate occasions between May 26 and July 21, 2021.  The incidents occurred at the NC Works Job Center, Revolution Modern Martial Arts for Kids, and Elite Chiropractic of Clayton. 

Rodriguez was released July 29th on a $5,000 bond on the Clayton Police charges.  He was released on a $35,000 bond Sunday, September 12th on the Smithfield Police misdemeanor warrant.  

Anyone who may have encountered Tiwkuan Rodriguez in an indecent exposure incident but hasn’t reported it to police is asked to contact your nearest law enforcement agency.
