Town Of Garner Hires New Budget Manager

GARNER – The Town of Garner has hired Sara Warren to be its next budget manager starting October 24. 

Warren brings 15 years of budgetary and financial management experience in local government to Garner. She has served as a fiscal and policy analyst for Wake County Budget and Management Services where she worked to develop a capital improvement plan of over $450 million over a seven-year period. In addition, she developed a $93 million budget for the Wake County Sheriff’s Office while serving as its business officer. 

Since 2019, Warren has been the senior budget and management analyst for the City of Raleigh, where she prepares and develops annual Operating and Capital Improvement Plans totaling over $1 billion. 

Her responsibilities with the City of Raleigh also include planning and developing the City’s Capital Improvement Plan and departmental budgets; facilitating management of the transportation and transit key focus area of the City of Raleigh’s Strategic Plan; and conducting various program evaluations and cost-benefit analyses.  

“We are excited to have Sara lead the Garner budget team,” Assistant Town Manager Jodi Miller said. “Her experience, facilitative leadership style and energy will be assets to the Town as we continue to successfully develop and manage the Town’s financial resources.” 

Warren earned a bachelor of arts degree in political science and a master’s of public administration—both from North Carolina State University. She has participated in the Local Government Leading for Results Fellowship program with the UNC School of Government and has completed coursework for Lean Six Sigma Green and Black Belts.   

She describes herself as “a facilitative leader with a passion for solving complex problems in the public sector.” 

“Throughout my career in local government, I have seen how funding choices directly impact the lives of people in our community,” Warren said. “This is what inspired me to pursue a career in public service—and what continues to motivate me today. I look forward to working with the Town Council, Town staff leadership and its departments to strategically plan and manage the Town’s budgetary resources.”
