Wanted Sex Offender Captured In Florida

A sex offender wanted by Johnston County law enforcement was captured recently in Florida.

In April 2019, the Johnston County Sheriff’s Office attempted to verify the address of a registered sex offender, James Allen Risi, at his last known address on Tomahawk Drive in Clayton.

Deputies discovered the home had been sold and Risi no longer lived there. He failed to provide law enforcement his new address, a condition of his parole.

Deputies obtained a felony warrant in 2019 for Risi for failure to register his address as a sex offender.  On July 2, 2021, Risi was located in Orlando, Florida and arrested on the warrant.  He was extradited to North Carolina and confined July 27, 2021 in the Johnston County Jail in lieu of $150,000 secured bail.

According to the NC Sex Offender Registry, Risi, who also goes by the name of James Allen Cook, was convicted in 2012 for a 2011 Volusia County, Florida offense of sex offense video voyeurism.  At the time of the incident Risi was 30 and the victim was 14.  He was incarcerated four months and was placed on the registry for a minimum of 10 years.
