Deputy Town Clerk Earns Prestigious Credential

GARNER, N.C. – Deputy Town Clerk Rebecca Murray was recognized at the Sept. 15 Garner Town Council meeting for recently earning the prestigious Master Municipal Clerk designation from the International Institute of Municipal Clerks (IIMC) as well as her North Carolina Certified Municipal Clerk credential.

Ms. Murray had previously earned her Certified Municipal Clerk credential from the IIMC in March of this year.

“Earning these designations is something I am truly grateful for. I could not have reached this milestone without the encouragement of my leadership team and the support of my family,” Ms. Murray said. “I am proud to continue growing in this profession and remain committed to serving the Town and our community to the very best of my ability.”

The Master Municipal Clerk (MMC) program consists of advanced continuing education that prepares participants to perform complex municipal duties. It has an extensive and difficult educational component as well as a professional and social contribution component. Only about 20 percent of municipal clerks in North Carolina receive this coveted credential.

Candidates must first hold the Certified Municipal Clerk designation in good standing before entering the MMC program. They must then complete 60 advanced education points (120 hours) and 40 professional contribution points (80 hours).

“The Certified Municipal Clerk and Master Municipal Clerk designations … represent far more than professional titles,” says Jai Ulrich-Lopez, IIMC director of certification and conference programming. “They reflect years of education, public service, demonstrated experience, advanced professional development and an ongoing commitment to excellence in local government.”

Ms. Murray joined the Town as deputy town clerk in February 2024. She is part of a two-person team in the Clerk’s Office. Town Clerk Stella Gibson also holds Master Municipal Clerk and North Carolina Certified Municipal Clerk credentials.
