Detention Center Bids Come In $12 Million Under Estimates

A bid for the construction of a new Johnston County Detention Center was awarded this week.  County Commissioners awarded the $36,694,900 bid to TA Loving Company.

The company will construct a new 117,000 square foot detention center on Highway 70, east of I-95, near Yelverton Grove Road. The county has already purchased the land for the project.

Johnston County Manager Rick Hester said construction will begin in July 2020 with completion by February 2022.

Officials said commercial construction project bids are at a nine year low due to COVID-19.  Officials had estimated the construction bid to be around $48.3 million or $412 per square foot. The actual cost was $313 per square foot.

Including technical and professional services, land costs, furniture and contingency, the county will borrow approximately $42 million on the new jail.  The County is currently seeking interest rate bids for the 18-20 year loan.

“We anticipate competitive and favorable interest rate bids for the detention center loan and look forward to a successful project,” Mr. Hester said.
