Johnston County Employee Dies In Double Shooting

Jasmine Nicole Upsher was shot and killed Saturday along US70 near Garner. She has recently started working at the Johnston County Department of Social Services in Smithfield.

A recently hired Johnston County government employee was killed in a double shooting near Garner over-the-weekend.  The Wake County Sheriff’s Office is investigating the incident that left one person dead and another with life-threatening injuries.

Around 4:15pm Saturday, deputies responded to a shooting at the intersection of Highway 70 and Raynor Road.  Jasmine Nicole Upsher, 23, of Green Level, NC was pronounced dead at the scene. A short distance away,  Terrance Laquan Scott, 28, of Clayton was found shot inside an SUV.  Authorities said his gunshot wound was self-inflicted.  He was rushed to WakeMed.

According to witnesses, gunshots were fired from inside an SUV at the intersection, moments before Jasmine Upsher was pushed or jumped from the vehicle with apparent gunshot wounds. Terrance Scott drove the SUV approximately 500 yards east on Highway 70 before crashing the vehicle into the median.

Wake County deputies have not released the relationship between Upsher and Scott or a motive for the murder – attempted suicide.  If Terrance Scott survives his injuries he could face murder charges.

Jasmine had recently embarked on a new career at the Johnston County Department of Social Services in Smithfield.  She was hired as an Income Maintenance Caseworker on February 1, 2020.

Johnston County Manager Rick Hester said, “We are so deeply saddened to hear of Ms. Upsher’s passing. Our thoughts and prayers are with her family during this very difficult time.”

DSS Director Scott Sabatino said, “Ms. Upsher was a member of our Johnston County DSS family and will be greatly missed. Our thoughts and prayers are with her and her family.”

Jasmine is survived by her two children.
