Outgoing Four Oaks Mayor Pro Tem Recognized

FOUR OAKS – The Four Oaks Town Council and Mayor Vic Medlin recognized Mayor Pro Tem Andy Hardy during their December 18 meeting. Mr. Hardy was elected in 2016. He did not seek reelection this year.

Mayor Vic Medlin read a Proclamation thanking Mr. Hardy for his service to the town and community. Hardy served as a Commissioner from 2016 to 2021 and as Mayor Pro Tem from 2021 to 2023.

Hardy is a NC State graduate with Bachelor of Science and Master’s Degrees in Accounting, a Certified Public Accountant, and Chief Financial Officer at South River Electric Membership Corporation in Dunn

Mr. Hardy has been a vital part of the Downtown Streetscape Project, I-95/I-40 Crossroads of America Economic Development Alliance, Pump Station Upgrade Project, Stormwater Project, Elevated Water Tank Project, and many other projects the Town has completed or has in process.

Since becoming the Finance Commissioner in 2017, Mr. Hardy helped guide improvements to the town’s fund balance available as a percentage of general fund expenditures by more than 150 percent, which is a key statistic for the town’s financial position.

He serves his community as a member of the Board of Directors of the Four Oaks Fire Department, Safety Officer, and Chairman of the Firefighters Relief Fund. He served as Treasurer for the Four Oaks Methodist Church, board member of the Four Oaks Civitan, Baseball Director, and coach for many years.

Andy Hardy lives in Four Oaks with his wife of 29 years, Donnie, and their son, Ryan.
