Subdivision To Expand By 15 Lots

Despite opposition from some residents in the Saint John’s Wood Subdivision, the Clayton Town Council has approved adding 15 additional lots to the subdivision off Ranch Road.

The council unanimously approved a plan by James Lipscomb with Saint John’s Woods LLC to add the 15 lots on 14.58 acres as part of a third phase of development, south of the US70 Bypass, and within the Town of Clayton Extra Territorial Jurisdiction (ETJ).

One resident in the subdivision, Jason Montleon, said water draining was a concern.  He also said when he purchased his home he was told there would be no Home Owners Association (HOA) in the subdivision. Montleon expressed concerns existing homeowners would fall under an HOA for the new section. 

Lipscomb said initially there was no HOA because the subdivision was so small, however, restrictive covenants recorded indicate an HOA can be formed at anytime. Currently the subdivision does not have an active HOA.

Lipscomb said he was aware of the drainage concerns and said the new section must meet Johnston County storm water requirements. Another resident expressed concerns about a nearby creek that fills to capacity when it rains. They were concerned additional development would cause the creek to overflow its bank.

The Town Council approved the 15-lot addition, while waiving curb and gutter requirements and an additional waiver for street connectivity.
