Town OKs Incentive Agreement With Culver’s, Approves Rezoning Request

SELMA – Tuesday night, members of the Selma Town Council approved a new Incentive Agreement with Culver’s. Culver’s is considering building a new restaurant at 1801 Outlet Center Drive, the former Shoney’s location.

The Incentive Agreement is valued at $40,000. It will help offset the cost of approximately $335,000 in new restaurant equipment. The total cost of the project is around $5.5 million.

Culver’s is anticipated to complete the land purchase as early as August 2025.

Minor Subdivisions
In other board action, the council rejected a recommendation from planning staff that minor subdivision approval go through the same special use permit procedure, from the town council, as major subdivisions.

Mayor Byron McAllister said he was personally opposed. He said the town has a planning board in place to make decisions for minor subdivisions. “We’re talking about a couple of lots not a 500 lot subdivision… There is not much reason to bring a minor subdivision to the council.”

River Road Airbnb
In a unanimous decision, the council approved a Special Use Permit requested by Russell and Daphne Sullivan of Clayton to operate an Airbnb at a house they own at 203 River Road.

The council stipulated that if the property has three or more verified code enforcement violations the Special Use Permit will come back before the town board for review.

Commercial Accessory Buildings
At the urging of planning staff, the council tweaked the maximum height of accessory buildings at industrial-zoned lots. The maximum height of accessory buildings was increased from 25 to 35 ft.

Planning Technician Taylor Graham said it would allow greater flexibility for commercial property owners.

Water Supply Plan
Deputy Town Manager Phillip McDaniel presented an updated 2025 Water Supply Plan, prepared by the Water Department.

The State of North Carolina requires local government agencies that provide water service to update the plan on a regular basis. The plan was approved without further discussion.

Rezoning
The council approved a request by Warren Stancil with Interstate Outdoor Storage of Selma to rezone 27.5 acres of land at the intersection of Crocker Street and Preston Street to Interstate Business.

The rezoning will allow for an outdoor storage lot, including RV storage. The previous zoning classification would have prohibited RV storage.

During a public hearing Maurice Soard said he was concerned about the future use of the property and how it would impact nearby property owned by his sister.

  1. It’s ridiculous that someone has to get permission from the government if they want to put their house on Airbnb. It’s not the government’s business what someone wants to do with their property.

    • Just sat at my desk and thought the same thing to myself after reading this… I’d be dam*ed. IF I wanted to AirBnB my property, I would do so at my leisure. They’d have to educate me about this permit if they even found out about the rental property to begin with. I’m sure the property owners will be taxed appropriately by the town like they deserve a cut in the earnings.

  2. If you’re a huge corporation or a good ol boy, you can get any variance or rezoning you want.

    But if you’re a simple citizen who wants to build townhouses NADA.

    • We don’t need more townhouses or low income housing. This town has too much as is imo. As far as the good ole boys the Stancil’s have paid mad taxes for the town for decades. And they aren’t trying to build homes. He’s a business man.

      • @Stubrah: And open storage area is exactly what Selma needs…. NOT. Per capita, the Stancils (and the rest of the 1-per-centers) pay less in taxes than ANY OTHER income group. #RulesForTheeButNotForMe

    • Been there done that. If folks would spend as much time tending their own business , they wouldn’t have the time to stick that nose where it doesn’t belong. Free enterprise, they’re welcome to buy me out at my price, but not entitled to stick their hand in my pocket and rob me to satisfy themselves or dictate what they think I should do. It’s tough enough to satisfy my wife, if she approves it, done deal, cased closed.
