Aging Smithfield Pump Station Set For $4.1M Rebuild

SMITHFIELD, N.C. — The Smithfield Town Council has approved a contract to rebuild Pump Station #1, located at 240 W. Market Street, a project town officials say is needed because the facility is “aged and in disrepair” and has struggled to handle wastewater flow. The pump station serves about 1,500 customers in West Smithfield.
The council unanimously approved awarding the contract to Moffat Pipe, Inc. for $4,139,570 after the company submitted the lowest responsive bid. The item was approved at the March 17 council meeting.
According to the town’s staff report, the pump station is “frequently stressed by flow” and has “great difficulty handling excessive flows from rain events.” The project will modernize and expand the facility to better manage demand on the system. Work will begin this summer and could take up to 18 months to complete.
Funding for the project includes $2 million from federal American Rescue Plan Act funds awarded in 2021. Because that funding does not cover the full cost, the town plans to pursue a $2.7 million loan to complete the project. Approval of the contract is contingent on securing that financing.
The project was initially advertised for bids in November 2025 but had to be re-advertised after not receiving enough qualified proposals. Four bids were submitted when the project was rebid in January 2026, with Moffat Pipe identified as the lowest bidder.
An engineering firm reviewed the submissions and recommended awarding the contract to Moffat Pipe.
Once completed to updated pump station will increase capacity for continued growth in West Smithfield, US 70 West, and NC 210.

The statement “great difficulty handling excessive flows from rain events” indicates a huge amount of storm water runoff is entering the system. A study should be completed locating these sources of inflow and subsequently construction eliminating the extraneous surface water runoff into the system implemented. The wastewater treatment plant shouldn’t be burdened with treatment of this surface runoff.
