Convicted Stalker Rearrested After Leaving Over 100 Voicemails On Victim’s Phone, JCSO Says

SMITHFIELD – A Smithfield man convicted in November 2022 of stalking his ex-girlfriend has once again been arrested for stalking the same victim. Scotty Cleron Higgins, age 48, of Grabtown Road, was arrested January 12, 2023 and charged with felony stalking and felony probation violation.

In July 2022, Higgins was arrested for stalking the 47 year-old victim. He pleaded guilty November 3, 2022 and was sentenced by a Johnston County judge to 36 months supervised probation and ordered not to contact the victim or her family.

After the sentencing – between November 2022 and January 2023 – Higgins allegedly contacted the victim repeatedly, leaving over 100 voice messages, some of them threatening the victim and her new husband, authorities allege.

On January 12, deputies went to Higgins address on Grabtown Road to arrest him on the two felony warrants. Authorities executed a search warrant to enter his residence and located a door inside the home leading to the crawlspace. Higgins was found hiding in the crawlspace under his home.

Higgins was transported to the Johnston County Jail. He was held on a $30,000 bond on the felony stalking charge plus an additional $25,000 for felony probation violation.
