Plans have been approved for the final two phases of East River, a planned unit development in the 1800 block of Buffalo Road, just north of Booker Dairy Road, in Smithfield.
The Master Plan was originally approved by the Smithfield Town Council in December 2018 and revised in December 2020. The seven phases consists of 293 residential lots including 168 detached single family homes, 60 attached single family triplex lots and 65 townhouse lots. The first five phases will be constructed on the west side of Buffalo Road.

Phases six and seven, to be constructed on the east side of Buffalo Road, received approval April 6th following a public hearing before the Smithfield Town Council. The plans call for 64 two-bedroom townhomes in phases six and seven. Each unit will have a small front and rear yard, entry canopy in the front year and a small storage structure and concrete patio in the rear yard. There will be 1.75 parking stalls per two-bedroom townhome. All the units will be served with public water and sewer,
Councilman Travis Scott questioned whether the 64 townhomes would be rental units or owner occupied. Town attorney Bob Spence said the town could not force the developer to have owner-occupied property. The developer said a decision had not been finalized.
Phases six and seven were unanimously approved by the town board.
