Gov. Stein Appoints Two Johnston County Residents To State Boards

RALEIGH, N.C. — Gov. Josh Stein has appointed two Johnston County residents to serve on state boards and commissions.

Dunn Police Chief Lynn Gay was appointed to the North Carolina Criminal Justice Information Network Governing Board as a representative of the North Carolina Association of Chiefs of Police.

Gay, a former special agent with the North Carolina State Bureau of Investigation, became chief of the Dunn Police Department after retiring from the SBI in February 2024. During his nearly 30-year career with the SBI, Gay most recently served as assistant director of the agency’s Field Operations Division, where he oversaw the Cold Case Investigative Team.

Also appointed was Kristi L. Snuggs of Johnston County, who will serve on the North Carolina Task Force on Child Care and Early Education as a representative of the state’s child care resource and referral network.

Snuggs has worked in early childhood education for decades and currently serves as president of Early Years. She previously served as deputy director of the North Carolina Division of Child Development and Early Education and holds a doctorate in educational leadership from East Carolina University.
