Sheriff’s Office, FBI Investigation Results In Federal Charges Against Sampson County Man

SAMPSON COUNTY – A Clinton, NC man has been indicted on ten federal charges following a five‑month investigation involving the Sampson County Sheriff’s Office, the FBI’s Charlotte Field Office, and the U.S. Attorney’s Office for the Eastern District of North Carolina.
Federal prosecutors announced today (Wednesday) that Shannon Theodore Green, 59, of Belvoir School Road, was indicted on February 24, 2026. The charges include six counts of production of child pornography, one count of transportation of child pornography, two counts of receipt of child pornography, and one count of possession of child pornography.
The case began in early September 2025, when the Sampson County Sheriff’s Office received a report alleging that Green had abused a young child. Detectives, working alongside the Sampson County Department of Social Services, investigated the allegations and quickly established probable cause to arrest Green on state charges.
During that investigation, detectives allegedly discovered child sexual assault material on electronic devices belonging to Green. Due to the volume of material and the seriousness of the allegations, investigators contacted the FBI for assistance.
According to federal authorities, the FBI determined that Green had recently moved to Sampson County from New York State, where he had previously been convicted of a sex offense involving a minor. He had lived in the Clinton area for only about three months before his initial arrest.
Following the federal indictment, Green was served with a new arrest warrant and is now being held by the U.S. Marshals Service.
