Butch Lawter Prevails In District 7 Republican Commissioner Race

SMITHFIELD, N.C. – Johnston County Commissioner R.S. “Butch” Lawter fended off a challenge from former commissioner Keith Branch in Tuesday’s Republican primary for the District 7 seat.
In unofficial results, with all precincts reporting, Lawter received 10,277 votes, or 59.7% of the total, while Branch garnered 6,940 votes, or 40.3%. Lawter has no Democratic opposition in the November general election.
In a statement after his win Commissioner Lawter said, “It is truly an honor and a privilege to have been entrusted with another four years serving as a Johnston County Commissioner. I want to thank everyone who participated in this primary election, regardless of who you supported. To my friends, family, and supporters—thank you for the constant encouragement and support throughout this campaign. I remain committed to continuing the work ahead and to being present, accessible, and accountable to the people of Johnston County over the next four years.”
Lawter has represented District 7, which includes Clayton, on the Johnston County Board of Commissioners since 2018. He served as board chairman from 2021 to 2025 and currently serves as vice chairman.
Lawter emphasized his reelection campaign on responsible growth, infrastructure planning, and preserving the quality of life amid the county’s rapid development.
Branch, who previously served on the county board, focused his campaign on conservative priorities, including low taxes, strong law enforcement support, and managed growth.
District 7 has been one of Johnston County’s fastest-growing areas, with continued residential and commercial development making infrastructure, schools, and public safety central issues in the race.
