Dunn Couple Charged In Alleged State Credit Card Scheme

WAKE COUNTY, N.C. – A married couple employed by North Carolina state government is facing felony charges following an SBI investigation into alleged irregularities involving state-issued purchasing cards.

The N.C. Department of Agriculture and Consumer Services requested the investigation in May 2026 after discovering the irregularities, according to the State Bureau of Investigation.

Elizabeth Gayle Heath, 40, of Dunn, was charged with felony obtaining property by false pretenses.

An arrest warrant alleges Heath obtained state-issued credit card information from two N.C. Department of Agriculture and Consumer Services employees by falsely representing that the information was needed for bulk purchasing or that every employee was providing their purchasing-card information.

The warrant lists the alleged offense date as Oct. 25, 2023.

Her husband, Brandon Lee Heath, 43, of Dunn, was charged with felony conspiracy.

According to his arrest warrant, investigators allege Brandon Heath conspired with Elizabeth Heath to obtain property by false pretenses from the N.C. Department of Agriculture and Consumer Services. His warrant also lists Oct. 25, 2023, as the alleged offense date.

Both warrants were issued Sept. 18 in Wake County.

The SBI said both defendants have been processed and have made their first court appearances. Future court dates will be scheduled.

No additional details, including the amount of money allegedly involved or how the state purchasing-card information was allegedly used, were released.
