Goldsboro Selects Kellianne Williams As Assistant City Manager

GOLDSBORO — The City of Goldsboro has appointed Kellianne Williams as assistant city manager. She began her role on December 10, 2025.

Williams joins City Manager Matthew Livingston, who provides overall direction and oversight for city operations, and Deputy City Manager Kelly Arnold, who oversees Operations—including Public Works, Public Utilities, Engineering, Information Technology, and Public Communications—to form the City’s executive leadership team. Williams will oversee the Community Services management division, which includes Development Services, Parks and Recreation, Paramount, Downtown Development, and Travel and Tourism.

“We are thrilled to welcome Kellianne to the City of Goldsboro,” said Livingston. “Her experience and expertise will be invaluable as we plan for the future and continue advancing our goals and initiatives.”

Williams brings extensive local government experience, having served as assistant town manager in Zebulon and as assistant to the city manager for strategic initiatives in Rocky Mount. She also worked as business development manager for the City of Wilson and as community development manager for Rocky Mount.

She earned a bachelor’s degree in political science from High Point University and a Master of Public Administration from East Carolina University.
