Work to relocate utilities is underway
GOLDSBORO – Construction will begin this fall on widening and improving the safety of a 1.5-mile stretch of North William Street (U.S. 117) in Goldsboro.
Bridgepoint Civil LLC of Pikeville will widen the road to four lanes with a raised median between the U.S. 70 Bypass and U.S. 70/U.S. 13. The N.C. Department of Transportation awarded a $15.3 million contract last week. Work can get underway after all utilities have been relocated, which is expected to be complete by September.
The number of lanes on North William Street now vary, and the segment near Tommy’s Road has five lanes with an open center turn lane that will be converted into a grass median.
The median will improve safety by redirecting drivers on some of the side streets into turning right. If they want to go in the opposite direction, drivers will use a dedicated lane a short distance away to safely make a U-turn. This design is known as a reduced-conflict intersection, because it vastly reduces the risk of crashes, especially serious collisions.
Additionally, traffic signals will be installed on North William Street at Neil Street; 11th Street; Patetown Road; and Industry Court. The contractor also will construct concrete curbs and gutters and improve the storm drainage systems.
The contractor will not be allowed to close or narrow lanes during the morning and afternoon rush hour on weekdays.
The improvements are scheduled to be substantially completed and open to traffic by the fall of 2023.
