Bid Awarded To Repave Outlet Center Drive

SMITHFIELD – Its been a bumpy ride for motorists for several years. But relief is in sight.

Tuesday night, the Smithfield Town Council voted unanimously to repave Outlet Center Drive. The heavily-traveled roadway has been deteriorating for years. Road markers have faded so much its often difficult for drivers to see at night.

Public Works Director Lawrence Davis said four companies submitted bids to resurface a 1.1 mile section, from Venture Drive to the Selma city limits.

S.T. Wooten Corporation submitted the low bid of $875,511. The three higher bids received were $972,353, $998,755, and $1,147,088.

S.T. Wooten will mill the existing pavement, repair the travel lanes that are “dipping down”, resurface, and restripe the roadway. The bid also includes work to repair some of the shoulders.

Mr. Lawrence said the company hopes to have the work completed by July 1, weather permitting.

Maintenance for Outlet Center Drive is the responsibility of the Town of Smithfield. Last year, with limited funding, the Town elected not to resurface Outlet Center Drive and used Powell Bill money to repave sections of more than a dozen residential streets.

“The project will be funded using General Fund, Fund Balance, which are monies kept in reserve for these types of large initiatives. The project was not part of the FY 2025 budget, as the Council had requested a state appropriation for the project, but when the disasters occurred on the Western part of the state, the appropriation request did not come to fruition. This project is best completed in the warmer weather due to the asphalt temperature, so we are moving forward now that the Spring season is upon us,” Town Manager Mike Scott told The Johnston County Report.  

“The Council is always sensitive to the needs of its citizens, businesses, and visitors and, of course, would have preferred the project be completed sooner. However, staff is moving ahead as quickly as possible now that the warmer weather is upon us,” Mr. Scott added.

Councilman David Barbour asked officials to consider installing a traffic light in the future on Equity Drive at Outlet Center Drive.

  1. Can we simply do 3rd street? There is no other street in Joco that needs repaving more than 3rd

    • Have you been to Selma? They cut into the roads and pave over it. After a year the spots sink and they don’t revisit the site to fix it. It’s a bumpy ride in Selma.

    • you got that right,it feels like they are ready to plant taters on 3rd street. i would be ashamed to ask anyone too come to smithfield to start a busness with the streets like ours!!!!!!!!!!

  2. I was starting to think that the town of Smithfield was in cahoots with Massey’s wheel alignment. Hahaha! Thank you Smithfield for finally fixing that road.

  3. It’s About Time!!! That road has been a Joke for Several years. Tourist coming off I-95 think Smithfield must be a Trashy Town, with Roads like that. Smithfield Should be ASHAMED to Allow it to get in that BAD of a Shape.

  4. Let’s get some affordable homes for the average working family. Some people just can’t afford the 200k plus homes…..
