Former Harnett Detective Fired, Indicted Following Flock Camera Investigation

HARNETT COUNTY – A former Harnett County sheriff’s detective has been indicted after authorities said she allegedly used the county’s Flock license plate reader system to track an individual for personal reasons.

Jayne Louise Holland, 45, was indicted by a Harnett County grand jury on one felony count of unlawfully accessing a government computer and one misdemeanor count of an automated license plate reader system violation.

The charges follow an investigation by the N.C. State Bureau of Investigation.

According to the Harnett County Sheriff’s Office, Holland was hired in 2019 and most recently worked in the Criminal Investigative Division.

The Sheriff’s Office said it received a complaint alleging Holland may have improperly used the Flock camera system to track someone for personal reasons.

Sheriff Wayne Coats notified Harnett County District Attorney Suzanne Matthews after receiving the complaint. Coats and Matthews jointly requested an SBI investigation to determine whether any criminal violations had occurred.

At the same time, the Sheriff’s Office Professional Standards Division conducted an internal investigation into whether Holland violated department policies and procedures.

Holland was terminated from the Sheriff’s Office effective Sept. 15, 2026, following that internal investigation.

The SBI investigation later resulted in the grand jury indictment.

Holland was taken into custody Tuesday afternoon at the Wake County Detention Center and was given a $5,000 bond.

The Sheriff’s Office said Holland’s termination was based on violations of agency policies and procedures.
