Harris Defeats Write-In Challenge As Three Johnston County Commissioner Seats Decided
SMITHFIELD – Johnston County Board of Commissioners Chairman Patrick Harris won another term Tuesday, turning back a write-in challenge, while newcomer Adam Caldwell and incumbent Commissioner R.S. “Butch” Lawter Jr. also won seats on the seven-member board.

Harris, a Republican representing District 5, received 49,331 votes, or 88.70 percent. Write-in votes totaled 6,286, or 11.30 percent.
Will Byrd, a lifelong Johnston County resident and Republican, announced a write-in campaign against Harris in July, saying county residents needed a greater voice in local government.
Byrd challenged Harris over concerns about the county’s direction and leadership. Harris, who has served on the board since December 2018, became chairman in December 2025.
Although Byrd was the announced write-in challenger, election results list all write-in votes together and do not specify how many were cast for him.
Caldwell Wins District 3 Seat

In District 3, Republican Adam Caldwell of Benson received 53,901 votes. He was unopposed Tuesday after defeating incumbent Commissioner Mike Rose and former Commissioner Chad Stewart in the March Republican primary.
Caldwell, who will take office in December, is executive director of the NC Ag Partnership. He previously worked in government relations and economic development and is a veteran of the North Carolina Army National Guard.
During his primary campaign, Caldwell emphasized protecting farmland and property rights, opposing the county’s 2025 property tax increase, supporting first responders and attracting higher-paying jobs.
Lawter Reelected In District 7

Republican incumbent R.S. “Butch” Lawter Jr. of Clayton received 53,272 votes in the District 7 race. He was also unopposed on Tuesday’s ballot.
Lawter defeated former Commissioner Keith Branch in the March Republican primary, receiving nearly 60 percent of the vote.
Lawter has served on the Board of Commissioners since 2018. He was board chairman from 2021 through 2025 and currently serves as vice chairman.
A former Clayton Town Council member, Lawter is a civil engineer and senior delivery officer with WithersRavenel. His campaign focused on managing growth, infrastructure planning and maintaining the county’s quality of life.
The election totals remain unofficial pending canvassing and certification.
