NCDMV Launches Online Upgrade From Level 2 Provisional License To Full Class C License

ROCKY MOUNT, N.C. – The N.C. Division of Motor Vehicles (NCDMV) on Thursdsy announced a new online service allowing eligible customers aged 18 and older to upgrade their Level 2 Limited Provisional License to a full Class C driver license online, without an in-office visit.

“This online upgrade is a practical step forward in making DMV services more convenient and efficient for North Carolinians,” said NCDMV Commissioner Paul Tine. “We’ve heard from customers who want simpler ways to handle routine transactions, and this change removes a long-standing hurdle for young adults who’ve already proven they can drive safely. It frees up our staff to focus on higher-priority needs while giving eligible customers the flexibility to complete the process from home – another win in our commitment to better customer service and modernized operations.”

Effective immediately, customers can complete this upgrade online, provided they are 18 years or older and within two years of their license expiration date. This change aligns the process with the existing online upgrade option for Level 3 Full Provisional License holders and supports NCDMV’s ongoing efforts to expand digital services.

Previously, customers with a Level 2 Limited Provisional License were required to visit a driver license office in person to complete signs recognition and vision testing after turning 18, even after demonstrating driving competency during the provisional period.

By moving this transaction online, NCDMV eliminates unnecessary office visits for a routine upgrade, reduces wait times at local offices, and frees up examiner capacity for more complex transactions.
