Smithfield Approves Contract For South Smithfield Water Line Extension
SMITHFIELD – The Smithfield Town Council on November 18 unanimously approved awarding a $898,500 contract to construct a water line extension in South Smithfield. The project was awarded to Jymco Construction Company, Inc., the lowest responsive bidder.
The water line project addresses an unintended consequence of changes made in 2023, when Johnston County redirected potable water that feeds the Town of Smithfield. While the redirection allowed the county to provide a more stable water supply for the own and additional water to other parts of the county, it inadvertently created a bypass of customers along Brightleaf Boulevard, between Wal-Pat Road and Galilee Road.
This created a third water system within the Town and the N.C. Department of Environmental Quality directed the town to remedy the situation.
To address this, the Town plans to extend the existing water system southward from Wal-Pat Road to the Flea Market, capturing customers along Brightleaf Boulevard and integrating them back into the main water system. Plans for the project have already been designed and permitted.
A total of four proposals for the project were received on October 23, 2025. After evaluation, Jymco Construction Inc. was selected as the low-bid, responsive contractor. The Council approved a motion authorizing the Town Manager to execute a contract with Jymco for construction services. The contract will not exceed the approved amount.
Town officials say the project will enhance water service reliability and ensure compliance with state regulations while providing continued service to residents and businesses in the affected area.
