Johnston County Planning Board To Review Draft Unified Development Ordinance On Dec. 2

SMITHFIELD –  Johnston County is rewriting its development rules, and here’s a chance to see them. The County Planning Board will hear a presentation on a draft Unified Development Ordinance during a special meeting on Tuesday, December 2. The meeting is scheduled for 6:00 p.m. in the auditorium of the Johnston County Agricultural Center, 2736 N.C. 210, Smithfield. 

Broadly speaking, the draft ordinance aims to promote safe and orderly growth, keep development consistent with the County’s new comprehensive land-use plan, and ensure that public services, including water and sewer, can support new homes and businesses. 

The draft sets rules for all land use and development in areas under County planning control. It does not apply to Johnston’s towns or their planning jurisdictions.

The draft UDO lays out how developers can build homes and businesses, how property owners may divide their lands, and what steps developers must take before starting construction. Farms remain exempt from the UDO rules, except when they add non-farm uses. 

Under the draft, most development would require a land-use permit. Also, many projects would require a site plan. The exceptions would be single-family homes, duplexes and small additions.

The draft updates and reorganizes the County’s traditional zoning districts. Residential districts range from low-density agricultural zones to more compact neighborhoods. Each district has clear limits on density, lot size and building type. Mobile home parks have their own district and standards. Commercial districts range from neighborhood businesses to large shopping centers.

It’s amazing the number of do gooders that line up to voice their opinion of what I or others should do or be allowed to do with our property, now we want to codify it to protect who? just how much more should one be forced to pay in tax increases, will they ever understand that the inability to mind their own business and tend their own causes tax increases for everyone, themselves included . Another department of trained idiots. One thing about communism, you’ve only got to bribe one ! they’ll take care of the rest.

CS Lewis saw these problems in his time too. “Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive….those that torment us for our own good will torment us without end for they do so with the approval of their own conscience….To be “cured” against one’s will and cured of states which we may not regard as disease is to be put on a level of….infants. imbeciles, and domestic animals.”

  2. Be assured of one thing, the commisioner’s decision regarding the over growth of Johnston county will benefit only 2 groups: the builders and the commisioners. Citizens will pay higher taxes, more crime, more traffic, more wrecks, more fires, more need for police, more need for water,sewer,electricity, more crowded schools with higher classroom numbers. Development should be restricted to 1/2 or more acre lots and homes of 3500 square feet or more.

    • Wow, what a statement of privilege. Should just establish a minimum income requirement as well. No desire for those that can’t afford land and a big house even though they work their butts off. Or just except, you moved to JoCo and enjoy it and so can anyone one else that wants to as well. Planning for growth is impressive and smart. Just as you like to have rights for your property and the protection that your neighbors do their part in protecting the value of it, you would by a hypocrite so say you don’t care and that it’s all a waste.

      • You’re delusional and escape to the liberal tactic of name calling. There’s no privilege here, just common sense ( which is why you don’t and never will understand) . Johnston county has plenty of low priced affordable homes.

  3. I wonder if one lives in a subdivision but has home on 2 acres, can 1 or 2 more houses be built on the same property ?
